British Parliamentary (BP) is the official format of the World Universities Debating Championship (WUDC) and of countless tournaments worldwide: in the same room, four teams compete at once, on two different sides. This is exactly what sets BP apart from other debate formats — to win, you must beat not only the opposing side but also the other team on your own side. This creates a unique strategic balance that forces every speaker into cooperation and competition at the same time. British Parliamentary is a debate format that takes its name from the debating order of the British parliament. A debate has four teams: two defend the motion (Government/Proposition) and two oppose it (Opposition). Each side is further split into an Opening half and a Closing half. In this way four teams compete simultaneously against both the other side and the other team on their own side.
So why four teams? Because BP breaks the logic of a single "winning side." In traditional two-team formats the debate often freezes into two blocs. By placing two teams defending the same position side by side, BP forces every team to be original: even while supporting your own side you must be better, deeper and newer than the other team on it. This "competition within the same camp" is BP's signature tension and what makes it the world's most demanding format.
The motion is usually announced 15 minutes before the debate, and preparation happens in that short window; topics are not known in advance. Each speaker talks for 7 minutes, and there are eight speeches in total. The appeal of BP is that four different strategic positions exist in the same room at once: a good closing team has to take over the debate the opening team built and surpass it.
BP develops, all at once, quick thinking, building evidenced arguments, taking opposing views seriously and producing fluent English under pressure. It directly boosts persuasive ability in university applications, academic debate and professional life.

The speaking order alternates between the sides: PM → LO → DPM → DLO → MG → MO → GW → OW. As you can see, speeches proceed one Government, one Opposition, so that every argument is answered immediately by the other side. Abbreviations: PM (Prime Minister), DPM (Deputy Prime Minister), LO (Leader of Opposition), DLO (Deputy Leader of Opposition), MG (Member for Government), GW (Government Whip), MO (Member for Opposition), OW (Opposition Whip).
Each speech is 7 minutes. The first and last minute are "protected" time: during those minutes the other side may not request a POI. The five minutes in between are "unprotected" time, when a speaker may stand up and offer a Point of Information. The timekeeper usually knocks once at the end of the first minute and the start of the sixth, and twice at the end (the 7th minute); the speech is gently stopped around 7:15.
The critical point is this: although four teams are in one room, you share your ranking only with your own teammate. The other three teams are your rivals — including the closing/opening team on your own side. In the end the judges rank the teams 1st, 2nd, 3rd, 4th; there is no "tie."
OG opens the debate and sets the frame. OO gives the first major counter-stance. CG and CO then take over the second half of the debate: they try to pull ahead with a new contribution (extension) from where the opening left off. Your position fully determines your strategy.

In BP every seat has its own distinct job. Below, each of the eight roles is explained with its task and a concrete example of exactly what that speaker does on the floor. Example motion: This House would ban private cars from city centres.
Defines the motion, sets the frame and any model, and presents Government's first two arguments. Example: "We ban private cars from central districts from 2027; public transport and cycling infrastructure will be funded. Our first argument is air quality and public health, the second is the fair sharing of urban space."
Responds directly to Government's frame, builds the counter-stance and opens Opposition's main arguments. Example: "We accept the model but reject its consequences: this ban punishes low-income workers and disabled people who have no transport option besides their car. Our first argument is the injustice of access."
Answers LO's rebuttals, rebuilds the PM's case and adds a new Government argument. Example: "LO's access objection ignores funded public transport. And our new argument: a fall in traffic deaths."
Answers the DPM, defends OO's case and brings a new Opposition argument. Example: "Government still hasn't explained the collapse of small businesses; shops with falling footfall close. Our new argument is local economic harm."
Must deliver an extension (new contribution) that surpasses Opening Government; also rebuts Opposition. Example: "The dimension the opening missed is climate justice: cutting urban carbon protects the most vulnerable global population — this is our new frame."
Brings no new major argument; summarises the debate by clash headings and shows why Government (especially CG) wins. Example: "This debate turned on three axes: health, access, economy. On all three, especially with our climate-justice contribution, we are ahead."
Brings an extension for Opposition and rebuts Government. Example: "Our new contribution is personal liberty and the limits of the state: interfering with freedom of movement at this scale sets a dangerous precedent."
Like the GW, summarises and shows why Opposition is ahead. Among the Whips, only new rebuttal is allowed, no new constructive argument. Example: "Government overstated the health benefit; on the access and liberty clashes we win, especially with our closing contribution."
Deputies (DPM/DLO) can still bring new constructive argument; their job is to grow and defend the case. Whips (GW/OW) instead consolidate the debate: they open no major new case but crystallise the existing clashes in their side's favour. The Whip's power is reducing eight scattered speeches to two or three clear "clash" headings.

Every debate opens with a motion, and the motion's type determines which side must prove what. Motions usually begin with the pattern This House…, where "House" stands for the debating assembly. There are three main types:

Other common patterns: This House regrets… (evaluating a fact or the past), This House supports… and This House prefers X to Y (comparing two options). Reading the pattern is the first step to understanding the "burden" of the debate.
Opening Government's first job is to define the motion: clarify vague terms, draw the scope of the debate and, if needed, put a model/mechanism in place (who, what, when and how it will be implemented). The definition must be reasonable, debatable and balanced. "Definition dodging" (narrowing the motion so it is impossible to lose, or dragging it somewhere irrelevant) is penalised by judges. Opposition may reject a definition only if it is clearly unfair; usually accepting it and fighting on the ground is far stronger.
To "unpack" a motion quickly, list the stakeholders: who is affected by this decision? (individuals, the state, companies, future generations, disadvantaged groups). For each stakeholder, draw a "winner/loser" column. Then identify the real point of clash: what value or outcome do the sides actually disagree about? A good opening frames this clash in its own favour.
Example: in the motion This House believes that social media has done more harm than good the stakeholders are young people, democracy, small businesses and isolated individuals; the real clash is "does the benefit of connection outweigh the mental/social harm?" Building the debate on this scale is stronger than a scattered pile of examples.
Güçlü bir argüman üç adımlıdır: Claim (iddia — ne savunuyorsun), Warrant (gerekçe — neden doğru, mantık zinciri) ve Impact (sonuç — bu neden önemli, kime ne fayda/zarar). A strong argument has three steps: Claim (what you assert), Warrant (why it is true, the chain of reasoning) and Impact (why it matters, who gains or loses what). New debaters' biggest gap is the warrant: they state the claim but do not prove why it is true. The judge is constantly asking "why?"; after every sentence your answer to that question should be ready.
Let's build a sample argument step by step (motion: private-car ban):

To strengthen the warrant you usually show a mechanism: explain, as "A → B → C," which causal step works how. "Ban cars, air gets clean" is a leap; "car numbers fall → emissions fall → exposure falls → disease falls" is a mechanism. The mechanism is the bridge that ties the claim to the evidence.
In BP most arguments are true; the question is which outweighs. Weigh your impact on three criteria: magnitude (how many people), severity (how serious), probability (likelihood of occurring). A clear comparison like "our harm affects fewer people but is far more severe and is certain" steers the judge's decision your way. Winning comes from weighing arguments, not just listing them.
Finally, characterise your argument: bring the abstract principle to life with a concrete actor. Saying "the nurse returning from a night shift who depends on her car at an hour with no public transport" instead of "injustice of access" makes the same argument both clearer and more persuasive. A concrete actor lifts matter and manner together.
Çürütme (rebuttal), karşı argümanı yıkma sanatıdır ve BP'de kazananı belirleyen şey çoğu zaman iyi çürütmedir. "Katılmıyorum" bir çürütme değildir. İyi çürütme yapılıdır: karşı argümanın hangi adımının (claim mı, warrant mı, impact mı) neden çöktüğünü gösterir. Aşağıda üç güçlü teknik vardır.

Rebuttal is the art of demolishing the opposing argument, and in BP good rebuttal often decides the winner. "I disagree" is not a rebuttal. Good rebuttal is structured: it shows which step of the opposing argument (claim, warrant or impact) collapses and why. Here are three powerful techniques.
The most effective rebuttal targets the argument's chain of reasoning. "Your claim may be true, but your reasoning is wrong: that causal step doesn't work." Example: "Fewer cars won't lower emissions, because traffic shifts to longer routes and total distance rises." If the warrant collapses, the impact means nothing.
A layered defence: "Even if your argument were true, you still lose, because…" This way you both object and, if your objection fails, set up a second line. Example: "Even if the air gets cleaner, the economic harm of displacement outweighs that gain." It gives the judge two layers of security.
Turning the opponent's argument in your favour. "The effect you mention actually supports our side." Example: "Yes, people will move to public transport — that is exactly the outcome we want, and your concession." The most elegant and most devastating type of rebuttal.
Priority order matters in rebuttal: attack the most important, most repeated argument of the debate; don't waste time on small details. The judge looks at who is right on the biggest clash. The "response before construction" principle holds in most seats: answer the other side first, then build your own new argument — but in seats other than the Whip, balance rebuttal with your constructive case; don't stay purely on defence.
Saying "their arguments were weak" is empty. Instead restate the argument by name, then show in a single sentence why it collapses: "Their access argument falls because it ignores funded public transport." Name it, target it, break it.

While a speaker is talking, someone from the other side may stand up to offer a short question or objection as a Point of Information ("On that point!" or by extending a hand). POIs may be offered only in the "unprotected" five-minute section, excluding the first and last minute, which are protected. The speaker is free to accept or decline it (declining with "No, thank you"), but a good speaker accepts at least one or two POIs in the 7 minutes — because taking a POI and answering it well shows judges engagement, confidence and command.
The POI is a two-way art:
A POI should not exceed 15 seconds and must be single and sharp. The best POI either exposes a gap in the speaker's logic ("So how does funded public transport cover night shifts?") or forces a concession. Offer POIs regularly — offering earns as much as accepting and keeps you "active in the room."
Answer briefly, confidently and without breaking your flow, then return immediately to your speech. Rather than dodging a hard POI, meet it in one sentence: "Good question, but our model includes night routes precisely for this." Don't stretch the answer and slip into defence.
Accept too many POIs and your speech scatters and your time melts away; accept none and you look like you're "running away." The ideal is to accept one or two POIs between the second and sixth minute. When offering, stand up not enough to overwhelm the opponent but enough to apply pressure (roughly a few times per speech). If you answer an accepted POI powerfully, those become the most valuable seconds of the debate.
The POI rule applies to all speeches, including the Whip speeches. Judges reward both offering a good POI and answering an incoming one with composure; so see the POI not as an "interruption" but as a scoring opportunity.

BP's hardest but most decisive concept is the extension. The closing teams (CG and CO) cannot repeat the opening teams' debate; they must put a new and significant contribution on the table. Without an extension, however well the closing team speaks, it is usually condemned to 3rd or 4th place. The extension is how you say "we are here for a reason too."
So what counts as a "new contribution"? Any of the following can be a valid extension:
An independent reason the opening never touched. Example (car ban): "climate justice" — that cutting urban carbon protects the most vulnerable global population.
Taking an existing argument to a deeper layer: opening up the mechanism, the long-term effect or the second-order consequences.
Centring a group no one has spoken about. Example: "future generations" or "workers outside the city."
A view that changes the debate's scale: "This is really not a health debate but a debate about liberty and the limits of the state."
How do you find the gap? Listen carefully to the opening's four speeches and take notes: which stakeholders were not discussed, which time scale (short/long term) was skipped, which value (liberty, equality, security) was left out? That unfilled gap is your extension. When choosing an extension, look for an angle close to the centre of the debate but not yet said; a contribution from too far out stays weak.
So the judge sees your contribution, label it explicitly: "The new contribution the Opening Government missed, and that we bring, is this: climate justice." That sentence is the line on the judge's notepad that separates CG from OG. Don't bury the extension; give it a heading, say why it is new, then deepen it. The GW/OW then foregrounds this contribution in the summary speech, placing it at the centre of the "why we won" story.
When ranking the four teams, the judges most ask: "What did this team add to the debate?" A strong extension can move a closing team ahead of its own opening team — even make it the first of the whole room.
Whip konuşmaları (GW ve OW, 6. ve 8. konuşmalar) tartışmanın son sözüdür. Whip yeni argümanla değil, yargılama çerçevesiyle kazanır: "Yargıç bu tartışmaya baktığında şunu görmeli…" diyerek kararı senin gözünle çerçevele. The Whip speeches (GW and OW, the 6th and 8th) are the last word of the debate. The Whip's job is not to open a new constructive case but to gather the debate scattered across eight speeches and show why their side wins. (Note: the OW and GW bring no new major argument; only new rebuttal is allowed.) A good Whip speech organises the judge's notepad for them.
The most effective Whip structure is clash-based: reduce the debate to two or three main clash headings and show, under each, why your side is ahead. This makes the speech far stronger than a chronological "PM said this, LO said that" summary.

The Whip wins not with a new argument but with a framework for judging: "When the judge looks at this debate, they should see this…" — framing the decision through your eyes. The best Whips build their speech like a draft of the reasoning the judge will give. A weak Whip merely repeats; a strong Whip weighs and crystallises.

In BP there is no winner-loser; the judges rank the four teams 1st, 2nd, 3rd, 4th. Each team receives a rank score (the 1st team gets 3 "team points," the 4th gets 0). The decision is usually made not by a single judge but by a panel, in a closed "deliberation" after the debate; the panel first tries to agree on the ranking.
Assessment is done on three dimensions:

The three are weighed together; a brilliant delivery does not save a weak argument, and a strong argument loses points with a scattered structure. But in BP the decisive question is often: "What did this team add to the debate, and how important was that contribution?" This is why a closing team with no extension cannot reach the top places even if it speaks flawlessly.
The panel ranks the four teams through pairwise comparisons: "Is OG or CG ahead? CG or CO?" In each comparison, the weight that team added to the debate is measured. The ranking looks less at speakers' individual brilliance than at the total value the team added to the room.
A low-point win is an interesting possibility: a team may take a higher rank because of the strategic value it added to the debate, even if the sum of its individual speaker points is lower. So "the more elegant speaker" doesn't always win; "the one who shaped the debate more" wins. Speakers also usually receive an individual score (e.g. in the 70-80 band out of 100), but the team ranking is set not by these points but by the panel's holistic assessment.

After the motion is announced you have only 15 minutes as a team, and dividing this time well is as important as speaking well. Below is a proven time plan; the team (two people) should share this rhythm.

Your position changes this plan a little. If you're a closing team (CG/CO), also predict what the opening might say and settle on a likely extension axis — but stay flexible, because you only finalise the real gap after listening to the opening. If you're in opening, spend extra time on the definition and frame, because your definition will set the whole debate.
Spending all 15 minutes only writing your own arguments. If you don't think about what the opponent will say, you fall apart at the first rebuttal on the floor. Devote at least 3-4 minutes to thinking about the other side and your rebuttals. Also don't write out full sentences; keep bullet-point notes so you don't read off the page while speaking.

Although BP is the world's most common university format, at high-school level the World Schools (WSDC) format is also very widespread. Mixing the two is a common mistake; when moving from one to the other you must deliberately change your strategy.

The biggest mental difference is this: in BP you also compete with the other team on your own side and must find an extension; in World Schools you are a single team, three speakers build one case together and finish with a reply speech (a summary). BP is more strategic and a "gap hunter," while World Schools relies on building a deeper, more consistent team case.
A student moving from BP to WSDC often "hunts for gaps" too much and doesn't deepen the team case enough; one moving from WSDC to BP misses the extension and repeats the opening. Remember which format you're in and focus on your role's real job in that format. Both formats share the same core skills (argument, rebuttal, persuasion); what changes is the strategic frame.

The mistakes below are the most common reasons new (and sometimes experienced) debaters lose rank. Deliberately eliminating each one moves you up the rankings quickly.
Forgetting the extension: if you're a closing team, repeating the opening condemns you to 3rd–4th. New argument in the Whip: the Whip summarises and brings no major new constructive argument. Missing warrant: stating the claim without proving why it is true. Rebuttal only: demolishing the other side is not enough; you must also build your own constructive case. Constructive case only: the reverse also holds — never answering the other side at all.
Accepting no POIs looks like "running away"; accepting too many breaks your speech and eats your time. Offering no POIs at all also makes you passive in the room.
Spending 5 minutes on the first argument with no time for the second; or finishing before filling the 7 minutes. Budget time for each argument.
Reading a written text lowers your Manner score. Speak from bullet notes, make eye contact.
Narrowing the motion so it's impossible to lose is penalised by judges; build a fair, debatable definition.
Stacking example on example instead of analysis. One strong mechanism beats ten weak examples.
Giving your pre-written speech without ever touching the real point of clash; the judge looks at the biggest clash.
Most of these mistakes share the same root: not listening. BP is not the art of reading a pre-written speech; it is the art of responding to the debate actually happening in the room. Take notes, listen, adapt.

BP jargon is learned quickly but confuses at first. Here are short definitions of the terms you'll meet often:

These terms are fixed in English and used untranslated at tournaments; so it is most practical to learn them in their original form.

Beceriyi geliştirmenin en iyi yolu çok tartışmak ve geri bildirim almaktır. Her tartışmadan sonra yargıcın sözlü değerlendirmesini (oral adjudication) dikkatle dinle: neden o sıraya kondun, extension'ın tuttu mu, çürütmen isabetli miydi? Ayrıca güçlü konuşmacıların kayıtlarını (ör. WUDC finalleri) izlemek, yapı ve manner konusunda hızlı ilerleme sağlar.
Dil tarafında, akıcı ve ikna edici İngilizce doğrudan belirleyicidir; Genel İngilizce modülüyle B2+ akıcılık kazanmak ve konu anlatımlarıyla bağlaç/geçiş ifadelerini (however, furthermore, on balance, crucially) güçlendirmek doğrudan Manner ve Method puanına yansır. Preparation in BP has two parts: general background before the tournament and the 15 minutes before the debate. For general background you need to follow current issues regularly (politics, economics, international relations, ethics, technology, environment) and recognise the recurring argument patterns: rights-based reasoning, utilitarianism (the greatest good for the greatest number), incentives and behaviour change, the legitimate limits of the state, practical feasibility. These patterns give you a fast start even on a motion you know nothing about.
The best way to develop the skill is to debate a lot and get feedback. After every debate, listen carefully to the judge's oral adjudication: why were you placed there, did your extension land, was your rebuttal accurate? Watching recordings of strong speakers (e.g. WUDC finals) also brings fast progress on structure and manner.
On the language side, fluent and persuasive English is directly decisive; gaining B2+ fluency with the General English module and strengthening your connectors/transitions (however, furthermore, on balance, crucially) with the topic guides feeds straight into your Manner and Method scores. If you can build the argument but can't express it in English, first solidify the language foundation.
Do at least one full debate a week; record every debate and watch it back. Also study a "motion of the day": take a motion each day, prepare for 15 minutes, write two arguments and two rebuttals — even without speaking, this strengthens your preparation muscle.
