This theme constitutes one of the broadest question families in IELTS Writing Task 2. The question almost always revolves around how a resource should be distributed or who is responsible for a duty. A classic example: “Some think governments should spend money on public services rather than the arts. To what extent do you agree?” Here, the exam actually asks you to discuss “prioritisation”.

If you use the same academic patterns verbatim in Speaking, you will sound robotic. In this theme, soften it with natural idioms and phrasal verbs suitable for spoken language.
